A new report claims that Ukraine has agreed to a peace deal negotiated by President Donald Trump’s administration in an effort to end the war between Russia and Ukraine.
ABC News reported that a U.S. official told the outlet on Tuesday that Ukraine agreed to a peace deal proposed by the United States following U.S. negotiations with both Russia and Ukraine in recent days.
“The Ukrainians have agreed to the peace deal,” the U.S. official told ABC News. “There are some minor details to be sorted out but they have agreed to a peace deal.”
A U.S. official told ABC News that U.S. Army Secretary Dan Driscoll held secret negotiations with a Russian delegation in Abu Dhabi in the United Arab Emirates on Monday, following negotiations with Ukraine in Geneva, Switzerland, over the weekend. According to ABC News, the U.S. delegation that met in Geneva over the weekend was led by Secretary of State Marco Rubio, Driscoll, and Special Envoy Steve Witkoff.
“Late Monday and throughout Tuesday, Secretary Driscoll and team have been in discussions with the Russian delegation to achieve a lasting peace in Ukraine,” Lt. Col. Jeffrey Tolbert, a U.S. Army spokesman, confirmed on Tuesday. “The talks are going well and we remain optimistic. Secretary Driscoll is closely synchronized with the White House and the U.S. interagency as these talks progress.”

A source with knowledge of the negotiations told ABC News that Ukraine agreed to a new 19-point peace plan during the negotiations in Geneva instead of the original 28-point peace plan that was presented by the United States. The outlet noted that the 19-point peace plan that Ukraine has reportedly agreed to does not include the provision that would have limited the size of Ukraine’s military.
The anonymous source also confirmed that Kyrylo Budanov, the head of Ukrainian intelligence, is meeting with U.S. officials in Abu Dhabi and could potentially also meet with Russian officials.
In a Tuesday morning statement on X, formerly Twitter, Ukrainian Secretary of the National Security and Defense Council Rustem Umerov wrote, “We appreciate the productive and constructive meetings held in Geneva between the Ukrainian and U.S. delegations, as well as President Trump’s steadfast efforts to end the war. Our delegations reached a common understanding on the core terms of the agreement discussed in Geneva.”
“We now count on the support of our European partners in our further steps,” Umerov added. “We look forward to organizing a visit of Ukraine’s President to the US at the earliest suitable date in November to complete final steps and make a deal with President Trump.”
