Fmr. CIA, FBI directors under criminal investigation over Trump-Russia probe: Report

Former FBI Director James Comey (YouTube)
July 09, 2025

A new report claims that former Federal Bureau of Investigation (FBI) Director James Comey and former Central Intelligence Agency (CIA) Director John Brennan are under investigation by the FBI for potential criminal activity in the probe that accused President Donald Trump of colluding with Russia.

Anonymous Justice Department sources told Fox News that Brennan has been accused of allegedly making false statements to Congress. The sources claimed that CIA Director John Ratcliffe has referred evidence of Brennan’s alleged criminal conduct to FBI Director Kash Patel for potential prosecution.

The Justice Department sources told Fox News that the FBI received the referral and launched a criminal investigation into the former CIA director. However, the details regarding the investigation have not yet been released.

While Justice Department sources also confirmed that an investigation into Comey has been opened, the sources did not reveal what the FBI is investigating. However, two anonymous sources told Fox News that the FBI views the interactions between Brennan and Comey as a “conspiracy.”

The reported investigation of Brennan comes after Ratcliffe declassified a “lessons learned” review last week of the “2016 Election ICA [Intelligence Community Assessment],” which claimed that Russia tried to help Trump win the 2016 election.

The declassified review noted that the ICA was rushed with “procedural anomalies” and that the “decision by agency heads to include the Steele Dossier in the ICA ran counter to fundamental tradecraft principles and ultimately undermined the credibility of a key judgment.” Fox News noted that the Steele dossier was paid for by the Democratic National Committee and former Democrat presidential candidate Hillary Clinton’s campaign and that the dossier consisted of unverified and inaccurate claims.

While declassified records indicate that Brennan pushed for the Steele Dossier to be part of the 2017 ICA, Fox News reported that the former CIA director told the House Judiciary Committee in May of 2023 that he believed the dossier should not have been included in the intelligence assessment.

The review stated, “Brennan ultimately formalized his position in writing, stating that ‘my bottomline is that I believe that the information warrants inclusion in the report.’”

However, according to a transcript of Brennan’s deposition to the House Judiciary Committee that was obtained by Fox News, the former CIA director testified, “The CIA was very much opposed to having any reference or inclusion of the Steele dossier in the Intelligence Community Assessment.”

According to Fox News, one of the Justice Department sources claimed that Brennan “violated the public’s trust and should be held accountable for it.”
