Connecticut man sentenced to 15 years for sexually assaulting child, records show

A Connecticut man was sentenced to serve 15 years in prison earlier this month for sexually assaulting a juvenile, court documents show.

Frank Scott Fomo, 42, was found guilty on July 29 of first-degree sexual assault, risk of injury/illegal sexual contact with a minor under the age of 13, and risk of injury to a child, according to court documents.

Court documents indicate he was sentenced Nov. 18 at state Superior Court in Waterbury.

For the first-degree sexual assault conviction, Fomo was sentenced to 25 years in prison, suspended after 10 years served, followed by 20 years of probation. A sentence of 10 years in prison, suspended after fiver years served, for the risk of injury/illegal sexual contact with a minor under the age of 13 offense, will run consecutively, for a total term of imprisonment of 15 years.

Meanwhile, a sentence of five years for the risk of injury to a child count will be served concurrently, records show.

State records show Fomo was being held at MacDougall-Walker Correctional Institution in Suffield and has a maximum release date of Nov. 17, 2039.

Waterbury police initially charged Fomo in April 2019 in connection with an investigation that began the month prior. On March 27, 2019, police received a complaint from the state Department of Children and Families through an employee at St. Vincent’s Behavioral Health reporting that a juvenile girl disclosed she had been sexually abused by Fomo from 2016 to 2018, according to his arrest warrant.

A person connected to the juvenile said she “wasn’t surprised” by the juvenile’s disclosure and said Fomo had told her he had fantasies involving the minor, the warrant states.

During a forensic interview in April 2019, the girl told the interviewer that Fomo “molested” her and would do this when someone was not home, according to the warrant.

Details of the girl’s age when the incidents occurred were redacted from the warrant, though his conviction indicates she was under the age of 13.

The first sexual assault occurred in Waterbury, the girl told a forensic interviewer. The girl said at the time, she didn’t believe she had hit puberty yet, according to the warrant.

The girl recounted one incident in which Fomo told her to get into bed with him and he sexually assaulted her, the warrant states. When he was done, he told her to get ready for school. The girl told the forensic interviewer that at school, she was limping and in pain from the incident and had a panic attack, according to the warrant.

The girl described multiple other incidents in which Fomo sexually assaulted her, and provided details of the rooms and furniture where the incidents occurred, police wrote in the warrant.

On at least one occasion, Fomo told the girl, “‘Don’t tell [redacted]’ about what he would do to her,” according to the warrant. The girl said that Fomo was in the military and carried a pistol, thinking that if she told he would shoot her, the warrant said.

The girl told the forensic interviewer that the last time Fomo sexually assaulted her was in November 2018 in Willimantic where he lived, according to the warrant. The girl estimated he sexually assaulted her 20 times at his home in Willimantic, according to the warrant.

Police contacted Fomo, who agreed to meet with investigators on April 12, 2019, though he never showed up, police wrote in the warrant.

Waterbury police initially charged Fomo with three counts of first-degree sexual assault, three counts of risk of injury/impairing the morals of a minor and three counts of risk of injury/illegal sexual contact with a minor under the age of 13, the warrant states.
