A convicted sex offender from South Florida who reportedly voted illegally 18 times over a period of 30 years was recently arrested and is facing felony charges for illegally voting in multiple elections.
According to WPLG Local 10, 72-year-old Amilcar De Jesus Noguera, a resident of Davie, Florida, was arrested in Broward County by law enforcement officials last Friday.
Broward County records show that Noguera, who is a registered sex offender in Florida, was charged with two counts of “election voting by unqualified voter (unqualified elector voting).” According to WPLG Local 10, law enforcement agents explained that Noguera’s voting rights were never restored. As a result, Noguera was arrested for voting as an unqualified elector, which is a third-degree felony.
WPLG Local 10 reported that Noguera pleaded guilty in 1989 to a child sex crime and was sentenced to 10 years of probation. The outlet also reported that the 72-year-old sex offender allegedly registered to vote in Florida’s Broward County less than two months after receiving his sentence.

Despite being an unqualified voter, NBC 6 South Florida reported that Noguera became a registered voter in 1990 and voted in 18 different elections over the past three decades. According to the affidavit reviewed by WPLG Local 10, Noguera most recently voted in the Aug. 23, 2022, Florida primary election after requesting a vote-by-mail ballot.
In April, Florida’s Office of Executive Clemency provided a letter that confirmed the 72-year-old’s voting rights had not been restored due to his prior conviction, according to NBC 6 South Florida.
WPLG Local 10 reported that Noguera was no longer listed in the Broward County jail records on Monday morning. The outlet also noted that Noguera was still registered as a voter with no party affiliation in Broward County.
