Daniel Midah was driving south on I-95 in Miami at about 8 p.m. Sunday when he saw a car traveling at least 70 miles per hour with a man sprawled on the hood and talking on his cell phone.
Midah was able to record the incident and the video has gone viral.
“She is definitely pissed off at him or something,” Daniel Midah told Local 10 News.
“All I was thinking is, this guy is going to slide off and hit me, slide off the other side or, if anything, he is going to slide down and she is going to hit him, and then she is going to crash into somebody else,” Midah said.
Midah said he believes the man riding on the hood was on the phone with the woman who was driving the car.
“He didn’t even look like he was freaked out by what was going on, but I was freaking out,” Midah said.
The vehicle exited at Ives Dairy Road and that was when Midah called 911.

Midah said he’s just happy that no one was injured during the incident.
“It wasn’t just their safety, but the safety of everyone around them,” he said.
Local 10 News reached out to the Florida Highway Patrol to see whether they are investigating the incident.
