Right after the second World War in Germany, for some years life was very hard, especially in the cities (the countryfolk had it much, much better). The economy was in ruins. Everything was scarce. If you needed anything, chances were that you could only get it on the black market.

There was a severe shortage of living space since most cities had been hit by massive bombing raids. Few families had more than a single room to live in. If that room was in a real house (rather than a makeshift shack or the cellar of a burnt-out ruin), they could count themselves lucky. A truly tragic situation.
