The Environmental Protection Agency (EPA) developed the e-Manifest system, a national electronic manifest tracking system, in response to REF (B). The system will eventually replace the existing Uniform Hazardous Waste Manifest EPA Form #8700-22. The system extends to all federal and state regulated wastes requiring manifests. This ALCOAST directs all Coast Guard units that generate and dispose of hazardous waste off-site to use the EPA e-Manifest system.
In support of REF (A) and REF (B), the Eclipse 2018 will be held at the Coast Guard Academy during the week of April 4-7, 2018. Eclipse is part of a cadet-run tradition established by the Coast Guard Academy Genesis Council in the 1970’s with a strong focus on diversity, inclusion, and mentorship. During this week, the Coast Guard Academy invites the greater Coast Guard community, local community members, and experts in diversity from across the nation to participate in mentoring and inspiring cadets to excel and prepare for lasting careers as inclusive Coast Guard officers.
The Coast Guard (CG) has aligned with the Department of Defense’s (DoD) theme of “Protecting Our People, Protects Our Mission” for Sexual Assault Awareness and Prevention Month (SAAPM) in April 2018. The SAAPM theme offers numerous opportunities to deliver messages that relate at both the individual and unit level, while emphasizing the integration of primary prevention into events and activities.
CGMA has implemented a new program to provide financial assistance to active duty and ADOS reserve members who are faced with increased out of pocket costs subsequent to PCS orders which require a move of HHG. The program provides for reimbursement of childcare costs while packing or unpacking or during other times while attending to relocation responsibilities.
As solicited in REF (A) we are pleased to announce the selection of the two U.S. Coast Guard nominated participants who will attend the 2018 Joint Civilian Orientation Conference (JCOC 88). JCOC is the Secretary of Defense’s flagship civilian outreach program, which began in 1948 as a way to educate and inform senior executive leaders from the private sector about the United States Armed Forces. Each year, Department of Defense selects about 40 civilian leaders to attend this week-long immersion program. This year, Department of Defense received more than 230 nominations. The U.S. Coast Guard received 11 compelling nominations.

This ALCOAST announces eligibility and amounts paid for SELRES Enlistment and Affiliation bonuses as authorized by Ref A. It also announces the reinstatement of Designated Unit Pay (DUP), formerly known as High Priority Unit Pay.
This ALCOAST solicits for nominees for the Association for Rescue at Sea (AFRAS) 2017 Awards. Formed in 1976, AFRAS is a non-profit foundation that supports services concerned with saving lives at sea. The AFRAS awards program provides the opportunity for Area and District Commanders, Commanding Officers and Officers-in-Charge to recognize deserving Coast Guard personnel for bravery in the conduct of search and rescue missions. The AFRAS Gold and Silver Medals are the highest search and rescue awards presented to a Coast Guard member by a civilian organization.

This ALCOAST solicits submissions for the NAACP 2018 Roy Wilkins Renown Service Award. The award recognizes outstanding contributions and accomplishments of Coast Guard personnel who support civil rights in the Armed Services and civilian workforce.
Transfer season 2018 is quickly approaching, as is the HHG transportation peak season, which runs from 15 June through 31 July. During peak season it may be difficult to secure a Government-contracted transportation service provider (TSP) that meets the desired packing, pick-up, and delivery dates of everyone affected. If a TSP cannot be contracted, or if a member prefers, they may perform a full or partial PPM and receive the incentive payment of 95% of the government’s constructed expense, not to exceed the authorized weight allowance as published in REF (A).
The 2018 HHG transportation season will soon be upon us, and with it comes the importance of HHG counseling. To ensure a member’s successful movement of HHG, whether cross-country or local, commands are highly encouraged to provide all members departing on PCS orders or separating from the Coast Guard a printed copy of this ALCOAST, and include HHGs counseling on their PCS check-out sheets. HHG counseling may be received in person from a transportation officer (TO), or members may self-counsel through the Defense Personal Property System (DPS) at www.move.mil.
In accordance with Ref A, this message announces the establishment of supplemental advancement eligibility lists for BM2. The May 2018 SWE is waived for all BM2 candidates.

This message announces the application process for Postgraduate and Advanced Education (PG/Adv Ed) programs offered by the Coast Guard to qualified enlisted members IAW Ref A. Members who are tour complete in 2019 or 2020 are eligible to apply.
